Is an e-invoice the same as a PDF?

No. A PDF is a picture of an invoice for people. An e-invoice is structured data that software reads. Rules that make e-invoicing mandatory mean the structured kind.

Do you send invoices over the Peppol network?

The invoice is produced in the Peppol format. How it is delivered depends on what your customer and your country ask for; see the page on rules per country.

Does my customer need special software?

Most current accounting packages import UBL. If your customer cannot, the PDF is still there.
